Block Program Manager Mr. Hadimani victim of collective corruption of the health department.

              Mr. Basavaraj Hadimani was working as a Block Program Manager of taluka Hangal of Haveri district under National Health Mission in the state of Karnataka. He was terminated from the District health & family welfare officer on the instructions of deputy commissioner, Haveri. 

            Why he was terminated? Because he fought against the corruption in the taluka, taluka hospital, against mafia selling the bio medical waste to rag pickers on weight basis. He asked the administrative medical officers and the accountant to keep the records as per the standards set by the Government of India, Government of Karnataka, as per the accountancy books of accounts. The doctor mafia was not able to digest one non corruptive contractual employee finding mistakes of the regular employees who are drawing ag slip salaries. They were not ready to listen to accounting standards. 

               I came to Haveri as a District Program Manager in the month of June 2016, after the tormenting period in Yadagiri being the victim of collective bullyism of DPMO, RCHO, DHO and even the contractual workers. When I joined NRHM, I wanted to be non corruptive. But, I had little idea that I am on the becoming the hurdle to the elite class of Government Health department officers and district account manager money making process. On an average because of collective of efforts of my officers I lost more than  Rs.150000 in Yadagiri. 

                Office people had given negative impression about Mr. Basavaraja Hadimani. He never used to attend the meetings. Never used to reply easily. He was hard to tackle. All the blah- blah hate stories. Listening to these stories I visited the facilities of Hangal to know the person Mr. Basavaraja Hadimani as a Block Program Manager.  They feared him, he was a person of documentation. He never shakes hands with data not in accordance with the guidelines. He insisted the doctors to maintain the proper vouchers and books of accounts. He was arrogant, he was man of action. He wrote letter to DPMO, RCHO, DHO, Health Minister, Mission Director, Principal Secretary explaining the wrong doings in the taluka hospital hangal and chc akkialur. Who cares he is just another contractual employee who cares for him. Files were created no district health society approval is obtained in termination of him. Entire district and taluka administration was behind his termination.

             One question that often wakes up from my sleep is why the same district and taluka administration least bothered about the complaint against taluka Asha mentor Hangal? The complaint was given by the Grama Panchayath member.

                    Every one can not become IAS, IPS. But it is not necessary for one to be IAS or IPS to be non corruptive and fight corruption. I often thinks I should bring up this details with the commissioner and principal secretary. But, some how I am not able to do it right now. But, if any day if he gets justice and comes back again as Block Program Manager, I can sleep again normally.
